now that's what i call a lowrider that lower arch looks quite flimsy... 
to me that doesn't look like a crack .... shave off the paint and find out i soooo want that cnc'd M logo in the 3rd picture ...... on a steel steerer fork it's better to leave 2-3 mm above the stem and use a small spacer ... especially if you're using a wedge type of stem. i've seen a lot of steerers crushed like this. the wedge in the stem crushes the steerer right at the end .... making it useless. 
heating it is bad .... just go to a bike shop and have it reamed. then you should be able to install the headset without a problem. or simply, watch the rim, but mark the tire :) 
@ AdamLaycockPhoto: it's a fact there's no difference in the pike and argyle lowers (it's the same cast) ... just the interior rubber bump stoppers.
